Can an accountant in India work under US GAAP or IFRS?

Yes, and many already do. India produces a very large number of qualified accountants each year, and a substantial share work for global firms or captive centres applying US GAAP and IFRS daily. The Indian Chartered Accountant qualification is rigorous and IND AS is closely converged with IFRS, so the transfer is straightforward. Ask about the specific areas you care about rather than the standard in general.

What is the difference between a CA in India and a CPA in the US?

Both are demanding professional qualifications with low pass rates, and neither is a subset of the other. A Chartered Accountant is trained under Indian standards with strong audit and statutory grounding; a CPA is licensed in a US state and can sign off on US filings. For internal accounting work the distinction rarely matters. It matters if you need somebody to sign a US audit opinion or a tax return, which requires a US licence.

Do I need a qualified accountant or is a bookkeeper enough?

If your books are current and your questions are about tax and statements, a bookkeeper plus an external accounting firm is usually sufficient and considerably cheaper. You need a qualified accountant in house once you are closing monthly, consolidating entities, preparing for an audit, or making judgement calls about revenue and provisions. Yes, and finance adapted to this earlier than most functions because the work already lived in systems rather than filing cabinets.
