TL;DR
  • India sits 1.5 hours ahead of the UAE all year and neither country runs daylight saving, so a Dubai founder and a Bengaluru engineer share almost the whole working day. That one fact decides how you hire, onboard and manage.
  • Hire one senior engineer who can make architecture calls, own production and approve merges without you. On a tight offset the constraint is decision authority, not communication, so seniority beats headcount in the first five hires.
  • Your delivery date is set by the candidate's notice period, not by your paperwork. We can sign a contract, run verification and ship a laptop within weeks, but the current employer owns the start date.
  • A senior engineer on a gross package of $37,044.88 (INR 3,500,000) costs about $39,432.88 a year all in, including a $2,388.00 employment fee. An estimate as of November 2026, not a quote.
  • Code ownership is a contract question. Company-issued laptops, role-based repository access and a signed assignment of work product settle it before the first commit, not after it.

You closed a round, you have a roadmap that assumes four more engineers, and the plan on the table is to hire developers in India. The first question founders ask us is whether a UAE company can employ anyone there at all.

It can. The harder questions come after that, and they are the ones this page is about: who to hire first, how much decision authority that person needs, and why your delivery date gets set by someone else's notice period rather than by your paperwork.

If the entity decision is still open, the comparison of employing through an EOR against opening a subsidiary is worked through end to end for a UAE startup building India operations before opening an entity.

Sourcing is a separate job with a separate answer. Where the candidates actually come from, channel by channel and seniority by seniority, is set out in how to find developers in India.

What follows assumes you already have candidates, and that you now need to decide who to employ first, in what order, and how to run them from Dubai or Abu Dhabi once they start.

Why do UAE startups build their first technology team in India?

Because India is 1.5 hours ahead of the UAE all year, with neither country running daylight saving, so a Dubai founder and a Bengaluru engineer share almost the whole working day. A UAE company can also employ engineers in India through an Employer of Record without registering an Indian entity first.

That combination is unusual. Most offshore engineering builds trade real-time contact for cost, and the operating model has to absorb the gap. On this pairing there is almost no gap to absorb.

We employ ten people in India for a UAE wireless communications company running its India team with no entity, with the statutory work owned from the first payroll cycle and salaries benchmarked to the local market.

What usually triggers the first India team

The trigger is rarely cost on its own. It is almost always a delivery commitment that the current team cannot meet, arriving at the same moment as the money to fix it.

  • A round just closed: the roadmap you pitched assumes a team you do not yet have, and the board expects to see hiring inside the quarter.
  • Freelancers stopped scaling: two contractors were fine, six are not, and nobody owns the codebase between engagements.
  • Gulf senior salaries do not fit the plan: the budget stretches to one local senior engineer or to several engineers in India, and the roadmap needs more than one.
  • The founder is still the only reviewer: every merge, every design call and every incident lands on one person, which is a structural cap, not a staffing one.

If any two of those are true at once, the question has already moved from whether to build in India to how fast you can start. Much of the groundwork for EOR for startups is designed for exactly that moment.

What a UAE company can do in India without an entity

You can employ engineers in India on full Indian employment contracts, with the legal-employer obligations held by an India-registered employer of record, while the engineers work only on your product and report only to you.

The practical consequence is that the employment side stops being the critical path. The mechanics of UAE and Middle East companies hiring employees in India are well established, and the paperwork generally moves faster than the hiring does.

Where founders go wrong is treating the employment question as the whole decision. It is the easy half. The design of the team is the half that decides whether you ship, and that is covered in depth for anyone building an offshore software engineering team in India.

Who should be in the first five engineering hires?

Hire one senior engineer who can make architecture calls without you, then build around that person. On a 1.5 hour offset you can argue a design decision in real time, so the constraint is not communication, it is authority. Headcount without decision ownership just moves your bottleneck to Bengaluru.

This is why we push back when a founder asks us to hire developers in India three at a time. Three mid-level engineers with no decision owner produce three queues that all terminate at you, and you are in a different country with a company to run.

The useful way to plan the first five is by decision scope rather than by job title. Work out what has to be owned outright before you add people, and the hiring order writes itself.

Decision scopes to own before you add breadth
Decision scopeWhat must be owned outrightWhat happens if nobody owns it yetWhat this makes possible next
Architecture calls made without youOne engineer who can choose a data model, a queue or a framework and defend the choiceEvery design decision queues behind the founder, and that queue becomes the roadmapYou stop being the technical approver and go back to being the product owner
Production ownership and on-callA named owner for deploys, alerts and first response to an incidentIncidents escalate to the founder's phone, and root causes never get fixedYou can ship on a weekday without clearing your evening
Code-review authoritySomeone whose approval alone is enough to mergePull requests sit open waiting on one reviewer, and velocity caps at that person's capacityMid-level hires become useful, because their output has somewhere to land
Release sign-offA defined gate: who decides a build goes out, and on what evidenceReleases turn into a founder judgment call, and rollbacks get improvisedA QA hire becomes worth making, instead of an extra pair of hands
Interview and hiring inputYour senior engineer runs the technical loop and sets the barYou interview every candidate personally, so hiring speed is capped by your calendarThe team grows faster than your own diary allows

What the first senior hire has to be able to do alone

Treat the first hire as a decision-maker you are buying, not a pair of hands. The specific test we use is whether the person can take an ambiguous product requirement, choose an approach, write down the trade-off, and ship it without a second opinion.

Interview for that directly. Give a real problem from your backlog, with real constraints and a missing piece of information, and watch whether the candidate asks for the missing piece or invents it. The patterns worth borrowing are in the questions hiring managers ask Indian candidates.

Pay for it properly. Salary-benchmarking the senior role against the Indian market before the job goes live is what stops you losing the one hire the whole plan rests on.

When to add breadth rather than depth

Add breadth only after a scope in the table above has a named owner. Until then, each additional person increases the load on the founder rather than reducing it.

  • Add a second senior engineer: when two product surfaces need independent architecture calls and one person is arbitrating both.
  • Add QA: when release sign-off exists as a gate and somebody is needed to produce the evidence that gate consumes.
  • Add a mid-level or junior engineer: when code-review authority is settled, so their work has a reviewer who is not you.
  • Add a specialist: when a surface genuinely needs one, which for most products means data and AI roles in India rather than another generalist.

Product companies tend to reach the breadth stage faster than they expect, and the shape of a maturing team is worth seeing before you need it, particularly for SaaS engineering teams.

If the same round also funds a support function, the staffing and shift design for running customer support operations from India works on a different logic from engineering, and is worth reading before you merge the two plans.

How long does it take from offer accepted to first commit?

Longer than the paperwork suggests. We can have an employment contract signed, verification running and a laptop on its way within weeks. What you cannot compress is the candidate's notice period at their current employer, and that single variable, not your onboarding, sets your delivery date.

Most teams plan the roadmap off the offer date. That is the mistake, and it is the one that turns a well-run hiring process into a slipped quarter.

The honest way to plan this is by asking who owns each stage and what actually decides its length, because the lengths themselves vary by candidate and anyone quoting you a fixed number is guessing.

From offer accepted to first commit
StageWho owns itWhat decides how long it takesHow to compress it
Offer and acceptanceYouHow quickly a written offer goes out, and how settled the candidate already isSend the written offer the same day the loop closes, with the full compensation breakdown attached
Notice period at the current employerThe candidate's current employerTheir contract, their handover, and whether the employer negotiates or countersYou cannot. Ask for it in the first screening call and plan the roadmap off the stated date
Background verificationUsHow fast previous employers and institutions respond to checksStart it on acceptance rather than on joining, and collect documents while notice is being served
Equipment and access provisioningYou and us togetherShipping, customs clearance, and whether accounts exist before day oneOrder the laptop at acceptance and deliver it to the home address ahead of the start date
Onboarding and first pay runUsWhether contract, bank details and statutory registrations are complete before the payroll cutoffFinish the paperwork during the notice period so the first cycle is routine
First production commitYour senior engineerHow much context the new hire has, and whether a scoped first task is waitingPick and document a small, real, shippable task before day one

Why the notice period is the variable you do not control

Notice periods in India are set mainly by the employment contract, within the bounds of applicable labour law, and they vary with the employer, the seniority and the contract the candidate signed years ago.

Our own note on notice periods in India puts the common range at 30 to 90 days for a confirmed employee, and often 90 days at senior level, as what is typically seen rather than a legal rule. We do not quote you a single figure, because the only one that matters is the one in your candidate's own contract.

Ask for it in the first screening call, before anyone is emotionally committed. A candidate with a long notice is not a worse hire, but a candidate with a long notice you discover at offer stage is a worse plan. The full sequence is mapped out in the hiring workflow from shortlist to employee.

What to do in the gap

The gap between acceptance and day one is the lowest-cost onboarding window you will ever get, and almost nobody uses it.

Pre-boarding works here in a way it does not on a US or European build. A question sent at 11am in Dubai lands at 12:30pm in Bengaluru, so someone still serving notice can answer you the same afternoon instead of the next morning.

  • Ship the laptop early: have company-issued equipment at the home address before day one, which is what laptops shipped to India engineers is built to handle.
  • Send context, not credentials: architecture notes, the product brief and recorded demos can go out before access does.
  • Book the first week in advance: a scoped first task, a named buddy and a standing slot with your senior engineer.
  • Keep the relationship warm: a short call every fortnight during notice, which is also your early warning if a counter-offer is in play.

The structure we use for this is set out in onboarding a new India hire, and it is the part of the process that most reliably moves the first commit forward.

If you are deciding how to run the search itself rather than the joining, the trade-offs between agency recruiting versus AI recruiting in India change the shortlist timeline more than anything else on this list.

Tell us the role and we will map the offer-to-start path with you.

How do you run a single shared workday across a 1.5 hour offset?

Design one workday, not two. India is 1.5 hours ahead of the UAE year round and neither country shifts for daylight saving, so a 9am Dubai start is 10:30am in Bengaluru and both teams finish within ninety minutes of each other. Treat the overlap as the default and asynchronous work as the exception.

This is the opposite of how US and European India builds are run. There, the overlap is a scarce resource you ration. Here, the overlap is most of the day, and the thing worth rationing is how much of it you fill with meetings.

Because the offset never moves, you can write the schedule once. There is no twice-yearly recalculation, no seasonal drift, and no quarter where standup lands in someone's evening.

What to put in the shared hours, and what to leave asynchronous

The temptation with this much overlap is to behave as though everyone is in one office, which produces a calendar full of calls and very little shipped code.

  • Keep in real time: standup, design discussion, incident response, code review on anything contentious, and one-to-ones.
  • Keep asynchronous: status reporting, routine pull-request review, documentation, and anything that would otherwise become a meeting about a document.
  • Protect deliberately: a daily block of uninterrupted hours for both sides, scheduled rather than hoped for.
  • Decide in writing anyway: the fact that a call is easy is not a reason to leave a decision undocumented.

The reason to be disciplined here is that your advantage is latency, not availability. The design patterns themselves are the same ones used on harder splits, and managing an engineering team across time zones is worth reading for the rituals even where the gap is wider than yours.

Which calendar does the team actually work to?

The offset is fixed, but the working week and the holiday list are not, and these are the two things we would not guess at from the outside.

Confirm your own company's working week with whoever owns UAE operations or HR, because that answer depends on your company and your sector rather than on anything we can tell you. Then ask your India team which public holidays their state observes.

Settle both before the first sprint, publish a single shared calendar, and agree in advance who covers production on a day one side is off. Doing it once at the start costs an hour. Discovering it during an incident costs a lot more.

Who owns the code your India engineers write?

Your company does, if the paperwork says so. Ownership is settled by the employment or contracting agreement the engineer signs, not by where the work happens. The failure mode is engineers working through personal accounts on personal laptops, with nothing signed that assigns the output to your company.

This is a contractual mechanism, not a mystery. It goes wrong because teams that started with freelancers never rewrote the arrangement when the freelancers became the engineering team.

What belongs in the employment contract

Three things, and they are standard terms rather than anything exotic.

  • Assignment of work product: everything created in the course of employment belongs to the company, stated explicitly and not implied.
  • Confidentiality: covering source code, customer data, product plans and anything the engineer sees in your systems.
  • Access tied to the role: repository, environment and data permissions granted by role, so they can be provisioned on day one and revoked cleanly on the last day.

Pair the contract with company-issued equipment and company-owned accounts. A signed assignment clause does very little for you if the work lives in a personal repository under a personal email address, and recovering it later is a negotiation rather than an entitlement.

Contractors are a different paperwork problem

A contractor agreement can assign work product, but it has to say so, and a generic services agreement often does not. It also has to survive the reality of how the person actually works.

If you set their hours, assign their daily tasks and manage them like a team member, the arrangement looks like employment whatever the contract is called. That is a classification question with consequences, and the cleanest fix is usually the direct one: moving contractors onto employment and resetting the paperwork while the relationship is still good.

What does a senior engineer in India cost a UAE startup?

About $39,433 a year, all in. That is a senior engineer on a gross package of $37,044.88 (INR 3,500,000) plus a $2,388.00 annual employment fee. It is an estimate as of November 2026 rather than a quote, and the assumptions behind it are listed directly under the table.

Estimated annual employer cost, one senior engineer in India, USD, as of November 2026
Line itemAnnual amount
Gross salary$37,044.88
EOR fee$2,388.00
Total employer cost$39,432.88

Assumptions: gross package of INR 3,500,000, basic salary at 50% of gross, HRA at 25%, LTA at 10%, the new tax regime, and professional tax assumed at Rs 200 a month, which varies by state. FX updated November 5, 2026. The total is gross pay plus the service fee; the calculator reports accrued provisions separately. This is an estimate, not a quote.

Two things are worth saying about that number. It is an employer cost rather than a salary figure, and it moves with the package you offer, so run your own numbers in the employee cost calculator before you build a budget around any single example.

Why the fee is banded, not flat

The employment fee is set by the employee's salary rather than charged at one rate for everybody, which matters when your first hire is deliberately your most expensive one.

As of November 2026 the bands are $99 per employee per month below $12,700, $199 from $12,700 to $79,400, and $399 above that. A senior engineer on the package above sits in the $199 band, which is where the $2,388.00 annual figure in the table comes from.

So the "from $99" headline is true as a floor but not as your number. Check the published EOR pricing bands against the package you actually intend to offer, and model the senior hire at the band it lands in.

How do you keep your first India engineers past year one?

Scope and manager presence, not perks. If you are weighing this, the question you are probably asking is whether your first hires stay past year one once a bigger brand calls. What holds them is owning a real surface area and having a manager who is genuinely reachable, which the 1.5 hour offset makes straightforward.

That last point is specific to this pairing. On a US build, "available manager" means someone staying up late, so it degrades within a quarter. On a UAE build, it means being at your desk during normal hours.

What we see work on first teams is unglamorous and mostly structural.

  • Give real surface area: a named service or product area the engineer owns, not tickets drawn from a shared queue.
  • Be present in the shared hours: a standing weekly one-to-one that does not get moved, and a founder who answers in the same hour.
  • Pay reliably and benchmark honestly: salaries set against the Indian engineering market, paid on the same date every cycle. We run India payroll for Gulf companies including a Bahrain investment firm.
  • Equip them properly: company laptops and access that work on day one, because the first week sets the expectation for everything after it.
  • Show the path: what the next level looks like, and who they would lead when the team is eight rather than three.

None of that is a retention program, and none of it needs a budget line. It needs the decision scopes from earlier in this page to actually be delegated, which is the same discipline, applied after the hire instead of before it.

If you want the fuller picture of how attrition behaves in Indian engineering teams and what moves it, managing attrition in India covers the patterns rather than the platitudes.

Founders building their first team outside their home market tend to want the whole sequence in one place, and the startup resources collection gathers the hiring, employment and payroll pieces together.

How can Wisemonk help you build a remote technology team in India?

Wisemonk is an India-native Employer of Record (EOR) that helps global companies hire, pay, and manage talent in India without setting up a local entity.

For a first India engineering team, that means a compliant Indian employment contract ready within weeks of acceptance, without registering a company in India first, so the start date turns on the candidate's notice period rather than on your paperwork.

We support 300+ global clients and more than 2,000 employees across India, process $20M+ in annual payroll, and hold a 4.8/5 rating on G2. Pricing starts from $99 per employee per month as of November 2026.

Here is how we help:

  • EOR Services in India: we become the legal employer for your engineers in India, on compliant Indian employment contracts, and handle the statutory work from the first payroll cycle. Company laptops and equipment are sourced and shipped as part of the same arrangement, billed at cost.
  • Recruitment in India: our recruiters run the search, or you run it yourself in Mira, our AI hiring assistant, screening against your own scorecard with the salary band checked before the job goes live. On recruiter-led hires the success fee is set by salary band, with no hire, no fee.
  • Contractor of Record: for specialists you engage rather than employ, at 6% of each payout plus a 1% FX markup as of November 2026, with conversion to employment when the engagement starts looking employee-like.
  • Background verification in India: identity, education, address, employment history and criminal record checks, run during the notice period rather than after joining.
  • Managed HR and payroll in India: the India pay run and its filings, from $11 per employee per month as of November 2026, for teams that already hold an entity.
  • Company registration in India: entity setup on a custom quote, for when the team outgrows the employment arrangement.

From our experience standing up first engineering teams in India, the builds that ship on schedule are the ones that hire a single senior engineer who can make calls alone before they hire anyone junior.

Process was professional & very smooth. We've worked with Wisemonk to source developers in India and it's worked incredibly well for us. We are very pleased with the talent of the developers and the Wisemonk process was professional and very smooth. We highly recommend using Wisemonk for talent sourcing!

Frequently asked questions

Can a UAE company employ engineers in India without an Indian entity?

Yes. An Employer of Record becomes the legal employer in India and issues compliant Indian employment contracts, while the engineers report to you. You do not register a company in India. The employment side is ready in weeks, and the candidate's notice period sets the actual start date.

Do we need a UAE free zone license to hire a team in India?

The India side of the arrangement is governed by the Indian employment contract and the Indian employer of record, so nothing about it depends on your UAE license type. What your own license permits is a question for your UAE counsel or corporate services provider.

Should the first India engineers be contractors or employees?

Employees, for anyone you want on your roadmap full time. A contractor arrangement suits a specialist you engage for defined work. The test is control: if you set hours, assign daily tasks and manage the person, employment is the honest classification and the safer one.

How do our India engineers get laptops and system access?

We source and ship company-owned laptops to the engineer's home address in India, billed at cost. System access is granted per role rather than per person, so repository, environment and data permissions are set before day one and revoked cleanly when someone leaves.

What happens if an engineer accepts and then does not join?

It happens, usually when the current employer counters during the notice period. Keep the runner-up warm until your hire's first day rather than closing the loop at acceptance, and stay in contact through notice so a wobble reaches you early enough to act.

Can we interview Indian candidates in our own time zone?

Almost always. India sits 1.5 hours ahead of the UAE all year, so a 2pm slot in Dubai is 3:30pm for the candidate, inside their working day. If a candidate is still serving notice, an early evening slot in India suits both sides.

How does Wisemonk charge for an engineer on a higher salary?

The fee is banded by salary, not flat. As of November 2026 it is $99 per employee per month below $12,700, $199 from $12,700 to $79,400, and $399 above that. A senior engineer in India usually sits in the $199 band.
