What is a Full-Time Equivalent (FTE)?

A Full-Time Equivalent (FTE) is a workforce metric that converts the hours worked by part-time and full-time employees into the equivalent number of full-time positions. FTE is used in workforce planning, budgeting, compliance reporting, and threshold-based regulations, where the number of headcount-by-name does not give an accurate picture of capacity or legal obligations. Two employees working half-time, for example, count as one FTE.

How is FTE calculated?

The standard formula is total hours worked by all employees divided by the hours a single full-time employee is expected to work in the same period.

  • Annual FTE: total annual hours worked across the workforce divided by 2,080 hours (40 hours a week multiplied by 52 weeks).
  • Monthly FTE: total monthly hours divided by the standard full-time monthly hours, often 173 hours.
  • Worked example: a team of one full-time employee at 40 hours a week and two part-timers at 20 hours each equals 1 + 0.5 + 0.5 = 2 FTE, against three headcount.

Why does FTE matter?

  • Budgeting and planning: FTE gives a normalised view of capacity, so headcount budgets and project plans can be compared on like-for-like terms.
  • Statutory thresholds: several laws, in the US and elsewhere, apply only above an FTE threshold, including the US Affordable Care Act (ACA) employer mandate at 50 FTE.
  • Productivity and cost benchmarking: revenue per FTE and cost per FTE are standard productivity metrics across services, technology, and shared-service businesses.
  • Reporting and investor metrics: FTE is the unit used in board reports, headcount disclosures, and operational metrics shared with investors and customers.
