TL;DR

- Candidate ghosting in India is rarely about the candidate. A 30 to 90 day notice period opens a gap with no US equivalent, and in many US startups nobody is assigned to own it.
- Through an EOR, the employment side takes 10 to 14 calendar days from accepted offer to day one. On a 60 day notice period, the paperwork is done with six weeks still to run.
- Run the window on a calendar: one named owner, a dated contact every one to two weeks, and the agreement, background check and laptop landing in a known order.
- No reliable published India dropout rate exists. Measure your own across three hires, then size the offers you make to the joins you need.
- We run the India side: the agreement signed during notice, background checks from acceptance, the laptop delivered before day one. EOR from $99 per employee per month as of November 2026.

Picture an offer accepted on a Tuesday. Seven weeks later, three days before the start date, the candidate stops answering. Nobody on the US side has spoken to them since the signed offer came back.

That is the most common way an India hire is lost after the hard part is done. It is a structural problem, not a candidate problem: the notice period opens a window, and nobody is assigned to it.

This page covers only that window, from yes to day one. The full route, from shortlist through every stage and the legal duty at each one, is in [From India shortlist to employee: a US startup's hiring workflow](https://www.wisemonk.io/blogs/india-hiring-workflow-shortlist-to-employee). Read that for the whole journey, and this for the weeks where most of it is lost.

## What is candidate ghosting, and why does it spike in India hiring?

Candidate ghosting is an accepted offer followed by a no-show: the candidate signed, then stopped responding before day one. It differs from a decline, which at least arrives. It is more common in India hiring for a structural reason: notice periods of 30 to 90 days leave weeks in which the candidate is still employed elsewhere and still being courted.

You will see dropout percentages quoted for India in recruitment write-ups. We have not used any of them here, because none we could find traces to a primary survey you can open.

A borrowed number tells you nothing about your own roles anyway. Track every accepted offer across your next three India hires and note who joined. That rate is the one to plan against.

### How is an offer dropout different from a candidate who simply declines?

A decline is information. It arrives while you are still searching, and it costs you a few days.

A dropout arrives after you have closed the search, told the team a start date, and often ordered a laptop. It costs you the whole search again, plus every week since acceptance.

That is why the fix sits after acceptance, not in better closing. The candidate said yes. The problem is what happens to that yes over the next eight weeks.

## How long is the gap between an accepted offer and day one in India?

The notice period sets the start date, not the paperwork. In common practice, staff on probation serve 15 to 30 days, confirmed employees 30 to 90, and senior roles often 90. Through an EOR the employment side takes 10 to 14 calendar days from accepted offer to day one, so the paperwork is almost never what holds a start.

Those ranges are common practice, not a legal rule. In India the [notice period](https://www.wisemonk.io/glossary/what-is-notice-period) is set mainly by the employment contract, within the bounds of applicable labour law.

A candidate still in [their probation period](https://www.wisemonk.io/glossary/what-is-a-probation-period) usually owes the shorter end. A senior engineer three years into a role usually owes the longer one.

The 10 to 14 day figure is the sequence we publish in [the fourteen day onboarding ladder for placed talent in India](https://www.wisemonk.io/blogs/onboard-placed-talent-india). On your own Indian entity the same work runs 21 to 35 days, because the statutory registrations have to be built first.

What sets the start date

| Stage | Who controls it | Typical elapsed time | Can it run in parallel? |
| --- | --- | --- | --- |
| Offer accepted | You and the candidate | Day 0 | It starts every other track |
| Notice served | The candidate and their current employer | 15 to 90 days, by stage and seniority | It is the clock the other tracks run inside |
| Background verification | The legal employer, with the candidate's consent | Started on acceptance, typically complete by day 7 to 9 | Yes, inside the notice period |
| Employment agreement signed | The legal employer and the candidate | On or before joining, often in the first week | Yes, it takes effect from the joining date it names |
| Equipment ordered and shipped | The legal employer or you | Delivered 5 to 7 days before day one | Yes, timed back from the start date |
| Day one | Everyone | Set by the notice period | Not applicable |

### What sets the start date, the paperwork or the notice period?

On almost every India hire, the notice period. The employment layer can be finished inside the first two weeks. The notice clock usually cannot.

That changes the problem. If the paperwork is done in week two of a nine week notice, the remaining seven weeks are not a processing delay. They are a silence, and silence is where ghosting happens.

The employment layer still has to be done properly. [A US insurance firm built a five person India team in three months](https://www.wisemonk.io/case-study/us-insurance-firm-india-team) with us, after a multi-country platform it tried first left its statutory filings late and answered support questions a day too slowly.

## Who owns the candidate between yes and day one?

One named person should, usually the hiring manager. In many US startups hiring into India, nobody does. The recruiter's job ended at acceptance, HR's begins on day one, and the weeks between belong to no one. So the candidate hears nothing while their current employer and other recruiters keep calling.

Split the window by owner, and write the names down:

- **The hiring manager:** owns the relationship. Every planned contact in the window comes from them, or at least copies them.
- **The legal employer:** owns the agreement, the background check and the equipment, and tells the hiring manager when each one lands.
- **The recruiter, if you have one:** owns the backup pipeline until day one, not until acceptance.
- **The candidate:** owns their resignation and their notice, and should know exactly who to call with a question.

Look at what is missing from that list: anyone whose job is simply to keep the yes alive. That job belongs to the hiring manager, and it belongs on their calendar, not to goodwill.

If your India hires stall earlier, before an offer ever goes out, that is a different failure with a different fix. [The four conditions that stall an India hire](https://www.wisemonk.io/blogs/india-hiring-bottleneck-us-startups) covers it.

## What should happen in each week of a 60 day notice period?

Run the window on a calendar. Three tracks move in parallel: planned contact from the hiring manager, the employment paperwork, and the equipment. Front-load the paperwork, time the laptop back from day one, and put a dated touchpoint every one to two weeks, so the candidate never goes a fortnight without hearing from you.

Start with the agreement, because it can go out in the first week. An employment agreement in India takes effect from the joining date it names, not from the day it is signed, provided both sides consented freely.

Signing early costs you nothing and gives the candidate something concrete to hold. [What an India employment agreement has to carry](https://www.wisemonk.io/blogs/employment-agreements-in-india) sets out the clauses that belong in it.

Time the laptop from the other end. It should land 5 to 7 days before day one, and [shipping a laptop from the US to India](https://www.wisemonk.io/ship-laptops-to-india) takes 7 to 14 days on its own, which is why buying locally is sometimes the smarter route.

The table is a recommended cadence. The employment column follows the sequence we publish for EOR onboarding; the contact column is our recommendation, not a measured result. The workflow page linked above sets out the final fortnight's duties in full.

A 60 day notice window, recommended cadence

| Day | Who makes contact | What the candidate receives | What the employment layer completes |
| --- | --- | --- | --- |
| T-60, offer accepted | Hiring manager | A same-day call, the start date in writing, and a named contact at the legal employer | Background check started, with consent |
| T-55 | Legal employer | The employment agreement and appointment letter to sign electronically | Agreement signed, effective from the joining date |
| T-45 | Hiring manager | A team introduction and real context on the first project | Background check complete |
| T-30 | Hiring manager | A check-in on the resignation: is the date still holding? | Bank details and payroll setup confirmed |
| T-21 | A future teammate | An informal call, not a sales pitch | Device and delivery address confirmed |
| T-14 | Hiring manager | The first-week plan | Laptop ordered |
| T-7 | Legal employer and hiring manager | A pre-start sync and the day-one agenda | Laptop delivered |
| T-1 | Hiring manager | A short note: who meets them, and when | Access ready |
| Day 1 | The team | A welcome and a named buddy | Employment begins |

### What does the candidate actually need to see in writing before day one?

Four documents, and the sooner each arrives the less room there is for doubt: the offer letter, the appointment letter, the employment agreement, and the first-week plan.

The first three come from the legal employer. The fourth comes from you, and it is the one that most often never arrives.

Use that plan to answer what a candidate cannot comfortably ask while still at their old job. [The questions US hiring managers put to Indian candidates](https://www.wisemonk.io/blogs/20-questions-us-hiring-managers-ask-indian-candidates) are a good guide to what they are weighing.

## How many offers do you need to hit a joining target?

Divide the joins you need by one minus your dropout rate, then round up. If one accepted offer in five does not join, eight joins need ten offers. The rate is yours to measure, not ours to quote, so the table runs the same arithmetic at three illustrative rates.

Offers needed per joining target, at illustrative dropout rates that are assumptions, not Indian figures

| Joins you need | If 1 in 10 drops out | If 1 in 5 drops out | If 1 in 3 drops out |
| --- | --- | --- | --- |
| 4 | 5 offers | 5 offers | 6 offers |
| 8 | 9 offers | 10 offers | 12 offers |
| 12 | 14 offers | 15 offers | 18 offers |

The cheaper habit is not over-offering. It is keeping the next candidate warm instead of closing them out the day your first choice says yes.

That is a pipeline habit more than a hiring one, and [how to keep a candidate pool warm between roles](https://www.wisemonk.io/blogs/india-talent-pipeline-without-a-recruiter) covers it without a recruiter on staff.

For an India build at volume, see [a Canadian creator software company's India team](https://www.wisemonk.io/case-study/canadian-creator-software-india-team).

Before you decide how much backup to hold, [estimate the fully loaded cost of the hire](https://www.wisemonk.io/tools/employee-cost-calculator), so the price of running a second search is a number you can weigh.

## Should you counter a counter-offer, buy out the notice, or wait?

Usually, wait and keep contact. A notice buyout or an early release is an arrangement between the candidate and their current employer, available only where that contract allows it. Matching a counter-offer reopens the negotiation. Each lever has its own cost and its own way to fail, so choose by role.

- **Wait and keep contact:** the default. It costs attention rather than money, and the cadence above is what makes it work.
- **Ask about an early release:** the candidate can ask their employer to waive part of the notice. You cannot ask for them, and a refusal should not change your plan.
- **Fund a buyout:** where the candidate's contract lets them pay for unserved days, some employers cover the cost. It shortens the clock, but only on the old employer's terms.
- **Answer a counter-offer:** a clear, written answer early beats a bidding war in week seven. Decide your ceiling before the window opens.

If the candidate is forfeiting something specific, such as a bonus due next quarter, [a joining bonus](https://www.wisemonk.io/glossary/what-is-a-joining-bonus) with a clawback is the usual way to close that gap.

None of these needs a benchmark to decide. Each needs a conversation early in the window, not in its last week.

## Who becomes the legal employer when the candidate finally joins?

That is decided at offer stage, not on day one. Either your own Indian entity employs the person, or an employer of record does, and the choice sets which paperwork has to finish inside the notice window. It is the question most offer-to-join advice skips, and it decides whether those weeks hold paperwork or silence.

The two routes, stated plainly:

- **Your own Indian entity:** you issue the appointment letter and the agreement and run the registrations yourself, which is where the 21 to 35 day clock comes from.
- **An employer of record:** the EOR is the legal employer, issues the paperwork and runs the background check while the candidate serves notice, on the 10 to 14 day clock.

[How an EOR handles recruitment in India](https://www.wisemonk.io/blogs/eor-handle-recruitment-in-india) covers the version where one partner runs both the search and the employment.

For the practical side of the second route, [hiring employees in India](https://www.wisemonk.io/hire-employees-in-india) sets out what the employer of record takes on.

If you are a startup making this call for the first time, [EOR for startups](https://www.wisemonk.io/solutions/eor-for-startups) is the shorter version.

Whoever will run the team day to day should also read [the HR view of an India team](https://www.wisemonk.io/for-hr), because they inherit the hire on day one.

Candidates notice the difference. A named employer, a signed agreement and a laptop at the door are the most persuasive things you can send someone who is still being courted elsewhere.

The rest of the process matters too, and [full cycle recruiting](https://www.wisemonk.io/blogs/full-cycle-recruiting-essential-steps-and-insights) puts this window in the context of every other stage.

## How can Wisemonk help you close the gap between offer and day one in India?

[Wisemonk](https://www.wisemonk.io/) is an [India-native Employer of Record](https://www.wisemonk.io/eor) (EOR) that helps global companies hire, pay, and manage talent in India without setting up a local entity.

For the offer-to-join window, that means the agreement, the background check and the laptop are done while your hire is still serving notice, so day one is a start and not a scramble.

We support 300+ global clients and more than 2,000 employees across India, process $20M+ in annual payroll, and hold a 4.8/5 rating on G2. EOR pricing starts from $99 per employee per month as of November 2026, banded by salary at $99, $199 and $399, and a senior hire usually sits in the $199 band.

If you want the bands before you talk to anyone, [how our fees are set by salary band](https://www.wisemonk.io/pricing) shows each one and what it includes.

Here is how we help:

- [**EOR Services in India**](https://www.wisemonk.io/services/employer-of-record)**:** we become the legal employer, issue the agreement and appointment letter during the notice period, ship the laptop before day one, and run payroll from the first month.
- [**Background verification**](https://www.wisemonk.io/background-verification-companies-in-india)**:** checks started the day the offer is accepted, with the candidate's consent on record.
- [**Mira AI hiring workspace**](https://www.wisemonk.io/hire-in-india)**:** keep your scored applicant pool open as a backup until your hire actually joins.
- [**Dedicated recruiter**](https://www.wisemonk.io/dedicated-recruiter)**:** a senior recruiter working your India roles, for when a backup search needs to run in parallel.
- [**Managed HR and payroll**](https://www.wisemonk.io/managed-payroll)**:** payroll, payslips and filings for companies that already hold an Indian entity, from $11 per employee per month as of November 2026.

From our experience running EOR onboarding in India, the paperwork is rarely what delays a start. On our published sequence it is finished in the first two weeks, and the weeks after that are the ones a hiring manager has to fill.

Speed at the employment end is real. [Senem RFP onboarded its entire India team in one to two days](https://www.wisemonk.io/case-study/senem-rfp), and its founder put it this way:

> We came across Wisemonk and met with the CEO and staff to explain our situation, and were very impressed with their customer-focused approach to their business. Wisemonk onboarded all of my employees in one or two days. They paid my employees' salaries on the day after my payment cleared. Needless to say, my employees and I were very satisfied with their service then and remain so over a year later. We are an American company, so I was very happy to see that they have a US bank account where I can make ACH payments to minimize bank charges. All salary payments are timely. They worked directly with my employees to enroll them in the health care program and explain any coverage-related issues. The best part is that we get to work with a dedicated person assigned to our company. I would highly recommend Wisemonk and think of them as our Indian HR department.

Frank Menes, Founder & CEO at Senem RFP

## Frequently asked questions

**Can an employer in India shorten a notice period?**

Only the candidate's current employer can, by waiving part of it, or the candidate can buy out the unserved days where their contract allows. As the new employer you cannot shorten it. What you can do is make the remaining weeks feel short, with a dated contact plan and paperwork that is already done.

**What is a good offer-to-joining ratio?**

There is no verified India benchmark to aim for, and we will not invent one. Measure your own instead: track every accepted offer across your next three hires, note who joined, and plan your next round of offers against that rate rather than a figure from someone else's roles.

**Does a short notice period mean a weaker candidate?**

No. Notice length follows the stage and seniority of the role, and staff still on probation commonly owe 15 to 30 days. A short notice can also mean the candidate has already resigned. Assess the candidate on the work, not on the length of the clock.

**What is preboarding, and does it reduce dropouts?**

Preboarding is everything you do between an accepted offer and day one: the paperwork, the equipment and the contact. We have no measured effect to quote. What it does is fill the silence a 30 to 90 day notice period otherwise leaves, which is the gap this page is about.

**Who signs the employment agreement when there is no Indian entity?**

The employer of record signs as the legal employer and the candidate countersigns, usually electronically. The agreement can be signed during the notice period and takes effect from the joining date it names. You direct the work; the employer of record carries the employment.

**Can someone start working for you while still serving notice?**

Generally no. While they are still employed, their current contract usually requires them to serve that employer, and Indian courts enforce restraints that operate during employment. Use the window for the paperwork and for contact, and start the work on day one.

**How soon after an accepted offer can someone start in India through Wisemonk?**

Our side takes 10 to 14 calendar days from accepted offer to day one. In practice the candidate's notice period is almost always longer, so the start date is set by their notice, and the paperwork is complete well before it.
